My Perspective 

Bureaucratic administration is a form of organization that relies on rules, command and control, administration, structured rules and regulations, and hierarchical layers of authority to ensure efficiency and effectiveness in management. 
While it has its advantages, such as providing structure and consistency, it also has its disadvantages, including the potential for excessive red tape, reduced employee loyalty, and stifled innovation.
Till date, there is no such shortcut pandey in India who has IAS, IPS and IFS in so many numbers. The posts have been increased up to the minister level. Earlier political parties were afraid that an officer would be promoted in the board of run for minister. Give place to which leader, he will go to the parties of the leaders and grab the chair. 

Not for Post Civil Vishwamitra Urban Affair Subhash Reddy made Minister in Union Cabinet Minister in all the political parties had increased their leader on the board.
